Yes, it is possible to configure an OpenVPN client on the Mikrotik RouterBoard (RB2011 series) to access the router and the local network behind it, using the provided X.crt, X.key, X.ovpn (or X.conf), ca.crt and X.tlsauth files. However, configuring OpenVPN on Mikrotik RouterBoard can be complex and it's important to have experience with Mikrotik RouterOS, and with OpenVPN in general.
You can use the Mikrotik RouterOS built-in VPN client to import the ovpn file and configure the VPN connection. To route traffic through the VPN, you can create a routing rule in the RouterOS firewall that routes traffic to the VPN address space through the VPN interface. To avoid routing the network behind the router through the VPN, you will have to configure the routing rule to exclude that subnet from the VPN routing.
