Best way to setup an Anycast L2TP System

Hello everyone,

I wanted to get your input based on what we are trying to do here.

Use case: Have a unified public ASN that announces blocks in every POP publicly. The end user CPE then connects to either the network-closest POP or connects to all 10 to receive all packets. We would like to have it where all the POP's are connected, and if possible, dynamically routes the packets to the end user.

Example:
Seattle - Advertising
Los Angeles - Advertising, local internet user requests the customers website
Dallas - Advertising
Miami - Advertising, Customer CPE connected here and serves the customer's traffic via Miami to Los Angeles
New York - Advertising

What is a good way to ensure this can occur?

For the CPE we connect them over L2TP as a distance=1 and their ether1 as a distance=2 to work as failover.
