how can I easily push or fetch a file from a Mikrotik to a Mikrotik?
I would prefer SCP with a different port. Is the?
Otherwise just via FTP or something else.

That's my approach, but there's only fetch?

You have /tool/fetch as noted.

In V7 stable, there is an extra-package called ROSE that has rsync:

Looks good, but unfortunately for arm, arm64, x86 and tile platforms. I have mipsbe here.
