hapAC poe in not working

I upgraded my home network today by adding tp-Link T2600G-28MPS.
I already have CCR109 and two hapAC
I was planning to add poe switch and get rid of power adapters and add some additional options i needed.
I plugged cat 5e cable @ hapAC port 1 marked as POE (poe in), at tp-link i configured at port 20 poe on, priority High and power auto.
Whatever i do, it won’t work over POE.

Your switch provides 802.3at/af PoE, the hAP expects passive PoE, so it will no work.
One option would be to use https://routerboard.com/RBGPOE-CON-HP.
Or return your switch if possible and get one that supports 24V passive PoE like the ES-24.
If 5 ports are enough, you can use the RB260GSP.
Mikrotik also announced such things at the last MUM, the CRS112-8P-4S and the CRS328-24P-4S+RM.

Pasive poe is 802.2 af mode B standard ?
On device home page, under spec, it says:
PoE+ Features
Standard: 802.3at/af compliant
PoE+ Ports: 24 Ports
Power Supply: 384W
hapAc needs 17 watts, tp-Link can provide up to 30 watts.

Poe + is 48v , passive is 24v. ;)

It is not only an voltage and power issue.
With 802.2af/at, the device negotiates its power level, following a specific protocol.
With passive PoE, it just gets power over the pairs 4-5 and 7-8 (24V in most of the MT and UBNT devices).
Because the device does not do power negotiation, your switch will never supply power to your device.

But, if i understood you correctly, RBGPOE-CON-HP should work in combo between tp-link and Mikrotik?

Exactly. It accepts 802.3af and puts out passive PoE.

Can a RB4011 POE-out power the hAP Ax3? I have tried with different options matching 802.2af/at with switches and no luck, I tried the RB4011 and no luck powering the hAP Ax3

In theory no. In practice it miggt but not guaranteed.

Stock power adapter, which comes with RB4011, is 24V (which is fine for both devices). It can provide up to 36W of which RB4011 (the non-WiFi version) consumes up to 18W. Maximum PoE out current is up to 600mA (for voltages up to 30V) which is 14.4W. And rated power consumption of hAP ax3 is up to 15W ... which is a tad more than RB4011 can provide. If the UTP cable between RB4011 and hAP ax3 is longer than a meter or two, there will be some power loss on cable and probability for the PoE chain to work will get even smaller.

Now, if you use more than 28V to power RB4011 (e.g. 802.3af/at PoE), that's not compatible with hAP ax3 (which can take up to 28V).
