Users not appearing in web UI when added from API or Terminal

Hi all,
I'm running on a 2011UAS with ROS v6.36RC28.
If add a user through the WebUI it appears immediately as expected.
However if I add one through either PHP API or terminal the user does not appear in the WebUI until either another user is added through the WebUI or the RB is rebooted.
The user does appear to work correctly through hotspot. So it appears to be a cosmetic issue rather than functional.
Is this a known issue? Any workarounds?
