User manager is not assigning static ip address

Hello experts

I am having a problem with hotspot user manager.i.e when i assign an ip address to a user in user manager user is not assigning that ip address. It is assigning rendome ip from ip pool. I have also tried assigning an ip out of the pool but it again getting ip from the pool.when i checked dhcp lease there is only dynamicaly assigned ip but in ARP it is showing both dynamic and static ip that i was assigned while creating the user. I have also checked client device it is also showing dynamic ip. i have tried every thing as per my knowlege.

Please help me.
