WEP SSID clients not connecting

I need to run one of my SSIDs using 128-bit WEP (yes....I know, I'm trying to get the client devices moved to WPA2...).

All of my WPA2 SSIDs - on the physical and virtual interfaces are working fine. With the SSID using WEP, clients appear to associate, but do not obtain a DHCP lease or pass traffic.

If I create another SSID with exactly the same configuration except using WPA2 instead of WEP, they connect and pass traffic without issue.

On my old Cisco WAPs, the same WEP configuration (key 1, transmit) works fine.

ROS v6.45.5 - any ideas?
