ERROR: System ID on this CHR has been regenerated multiple times - please create new installation

I can't renew my license:

/system license renew
account: xxx
password: ********************
level: p1
status: ERROR: System ID on this CHR has been regenerated multiple times -
please create new installation



What could be the reason for this?
It was a working system.

I'd say the reason given in message is clear enough. Remaining questions are:

a) Why is there such limit.
b) Whether you really changed ID too many times or it's some bug.

What is the version? There might be some new revenue protection implemented recently by mikrotik...
