Switches negotiate at 10G but both SFP+ LEDs not on

I have a CRS354-48G-4S+2Q+RM and netPower 16P that are both connected via fiber with FS.com SFP-10GSR-85 transceivers.

Trying to make sure I do not have an actual issue here. I am unsure if the units are actually at 10G or if the 10G LED on my CRS354-48G-4S+2Q+RM does not work. First question: for SFP+ cages, what do the two (up and down) arrows mean?

RouterOS in Winbox is showing on both ends that the switches have negotiated at 10G. Both LEDs (including 10G) for my netPower 16P are on. The CRS354-48G-4S+2Q+RM only has the left up arrow on. When I look at the CRS354-48G-4S+2Q+RM LED view in Winbox, all of my 10G link speed LEDs are in standard font (i.e., not italics, which I assume means "off").

Second question: Do I have an issue here where I'm not actually at 10G or is the LED on the CRS354-48G-4S+2Q+RM just bad?

p.s., more strangely, I also have a CSS610-8G-2S+IN that is connected to the CRS354-48G-4S+2Q+RM via multigig S+RJ10 transceivers. Both sides say 5G in the management interface and, while the CSS610-8G-2S+IN 10G LED is off, the CRS354-48G-4S+2Q+RM is on. Something weird going on here?
