Upgraded to v7.1, can no longer access switch over boot/data ports

I was testing the upgrade from v6 to v7.1 on my CRS309, it looks like the upgrade was successful and the config is still there, but none of the IP addresses of the switch are accessible. To simplify my troubleshooting, I'm running a direct connection from my PC to the boot interface of the switch. I should at the very least be able to see arp on my PC for it and ping the IP directly but nothing. This worked in the past with v6.

I've tried disabling/enabling the interface as well as removing the IP and re-adding. Any other suggestions or if someone ran into the same issue and can provide insight into what they did. Right now the only way I can access the switch is via console.

EDIT: I blew away the original config and started from scratch and was able to get back into the switch. I'm comparing the old and new configs and I'm not seeing where the issue was. That's a little concerning.
