RB260 does not give power to PoE at boot (sometimes)

Hi guys,

I have RB260 PoE switch. At this moment I have connected:
- port 2 to router (RB760), 20cm cable
- port 3 to modem 1 (SXT LTE6),
- port 4 to modem 2 (SXT LTE6)
- port 5 to modem 3 (some Huawei)

Power supply is standard (24V, 2,5A). Switch has default config (except password). PoE is set to "Auto".

When I turn on everything (there is just one power supply mentoned above):
- port 2 works fine (router is booting and working)
- ports 3-5 work or not (connected device looks like unpowered)

When I disconnect one of modems and connect it again - it boots up and it works or not (50/50%).

When I remove all modems except one (so I have only RB760 router and SXT modem connected) - nothing changes, single modem boots or not.

What is going on?

Is there anything regarding PoE-out in log?

SwOS has no LOG :-(

PoE current and power usage can be seen in the SwOS webpage. Over the limt for some device? MT should be OK. Voltage is in the System page.
Changing PoE priority is just one idea. (Surge current at start can be high. Huawei is the unknown unit. But is already lowest PoE priority by default.)
Auto detect could fail if one is drawing too much current. Testing port by port: PoE off/auto.
No scripting here AFAIK. So delayed PoE is not directly possible.
Extra PoE injector for the offending device ????
