BGP ROS7.1 eBGP compare to iBGP advertise?

I have setup three ROS7.1 routers
router1 has eBGP to router2 that got iBGP to router3

If I on router2 make a blackhole for 192.168.0.0/24 and filter (bgp-network) and on eBGP peer to router1 it announce the prefix correct according to wiki.
If I do the same on router2 on the iBGP peer to router3 it doesnt announce the prefix. I have tried with and without network-filter.
BUT if router2 gets some subnet like 192.168.2.0/24 from router1 from eBGP peer. That subnet will appear on router3 from router2 with iBGP...
The only way for my to get iBGP announce to work i hade to check box static in redist. output.

Should I be like this?.. or do I have to use static for standard even with eBGP and iBGP?

Im trying IPv6 and if I dont use default template the eBGP peer announce my blackhole prefix.
But router2 who uses default template doesnt announce blackhole prefix until i check box static in redist....
Im confused...
