I purchased a new device model CRS354-48p-4s+20
I installed a new network and connected three access points PoE and 7 computers and when I restart the CRS354 device it does not work (as in the attached video) and after several attempts to restart the device it works, but when I restart the device again it does not work again What is the solution!!!!

I didn't understand why all ports were stopped (disabled)? What is the problem or solution? To activate it or solve the problem?
