Find a USB to serial cable and a serial null-modem cable. If your PC doesn't have a native serial port, find yet another USB to serial cable. With these, you should be able to connect using a serial terminal software on the PC (e.g. PuTTY) and re-allow Winbox access via MAC address or via IP address, depending what turns out simpler, using commandline commands. E.g. to regain access via MAC address, it would be
/ip neighbor discovery-settings set discover-interface-list=all
/tool mac-server set allowed-interface-list=all
/tool mac-server mac-winbox set allowed-interface-list=all
Before applying these commands, disconnect the uplink for security reasons.
By default, the serial port settings are data-bits=8 parity=none stop-bits=1, I think the speed is 115200 but it may also be 57600 or even 9600.
