According to the documentation, the MAC address of a VXLAN interface is assigned automatically and cannot be changed even using any commandline command. The MAC address of a VLAN interface is the same like the MAC address of the underlying interface, so you can change that one.
What is the actual goal, are you sure it cannot be reached some other way than by changing the MAC address of the VXLAN interface? E.g. if you make the VXLAN interface a single member port of a bridge, you can set whatever MAC address you want to the bridge interface.
