3.3V * 700mA = 2.3W
The S+RJ10 copper SFP is rated with 2.4W and officially supported for RB4011.
So your SFP is OK regarding power consumption for RB4011. Not sure about the RB260GS.
But in my experience, the RB4011 in general is a bit picky with SFP support. Especially for "exotic" ones like your VDSL2 modem-in-a-SFP.
It might work without problems, it might work with issues or not at all.
