Can't access router after downgrade

Hello. We recently bought CCR1009-7G-1C-1S+ to replace dead CCR1016-12G. We had 6.16 OS on ccr1016-12g (yeah, very old, but current config didn't work on any newer version).
I had decide to downgrade CCR1009 to 6.16 via packages - downgrade (at this moment I didn't know that it is unsupported version for this model). After this router booted normally, but I couldn't connect to it via WinBox, not by IP, not by MAC. Nothing showed in Neighbours, mo matter what port I connect to. On router screen i saw that interface status is link-ok.
So I decided to upgrade to current long-term 6.48.6 via Netinstall. Router successfully upgraded (I've checked version via screen), but I still cant connect to router. In Netinstall I've tried default configuration, manual IP, IP via configure script - same problem, no ping to router IP, cant connect via IP or MAC, nothing in Neighbours, web interface does not open. I even tried to add different IP address via screen - same result. Also checked on another PC

Use Winbox clicking on MAC address instead of try the IP

I can't click, there is no entries in Neighbours. If i enter MAC address in "Connect to", it could not connect

You have try to reset from screen... or reboot the PC?

Reset twice via reset button, reset via on-screen menu, rebooted PC, tried different PC.
If i try to ping manually added IP via on-screen menu, I don't see any rx packets in stats screen for this interface. PC is directly connected to router port, other PC interfaces disabled. Using same network for tests - 192.168.89.0/24. Other router ports not connected to anything else.
Before downgrade I was able to connect to router via MAC

Are you using ethernet port not equal to 1 ?
Because default access to ether1 is blocked for most devices. Not sure how the default config would be on your device.

I tried all ports, trying to find router in Neighbours. Also tried to set IP manually via on-screen menu to eth1 and eth2

You reboot the router after netinstall?
This and other switch-only devices are not automatically rebooted......

Yes, via Reboot button in Netinstall (got message "Installation finished successfully" in Netintsall), and several times after first reboot.
Also tried RouterOS versions 6.49.6, 7.2.1, 7.2.3.
Checked Log menu on screen, it is empty

At least you can connect via serial port and do some diagnostic. Maybe need to upgrade routerboard?

This is what appears in putty during router start. And settings. I connected only TX, RX and ground, is it enough?
