I have a RB4011iGS+5HacQ2HnD-IN. I did upgrade in the winbox from 7.1 to v7.3.1, after reboot it cannot ping and cannot into webfig or winbox. But Other parts work fine, Why is this?

Do you have multi WAN or VPN and use mangle roules to direct traffic certain way? If so, you're hit by unexpected change in priority of marked packets. See e.g. this thread: viewtopic.php?t=186638
Hopefully you didn't disable WinBox connection to MAC address, so use that to get back, and they you'll need to change mangle rules to exclude local destinations (dst-address-type=!local).

If you can't connect through IP or MAC you can always use a console cable yes...
