Boot SwOS
Choose "p - boot primary SwOS"
After loading backup firmware, it is possible to connect to 192.168.88.1 using a web browser and install new SwOS firmware.

I may not understand your explanation very well. I don't think downgrading the routeros firmware will get an earlier version of SwOS because I tried overnight without success.On previous version the file is called swos-crs3051g4s-2.8.bin but is for internal use only.
For install previous 2.8, boot on RouterOS, downgrade to version that contain 2.8 (6.42.10), upgrade from RouterOS the SwOS (2.8p), then reboot on SwOS mode.
