In my country we have 2 type of internet:
Client: Limited internet, blocked VPN protocols for out country server, can't use VPN for out of country VPN servers.
Data center: Standard internet, no limitation, clients can connect it via VPN protocols, this server can connect to out country server via VPN.

Clients in country can connect via VPN to only in country serves and data center servers access to standard and no limited internet.
i want to use no limited internet and my scenario is clients connect to in country servers via L2TP vpn, then, this server connect to out country server (via GRE or ipip or etc). now clients can access to no limited internet.
I can run L2TP server on MicroTik routerOS, but can not do above scenario.

I run GRE on MikroTIk VPSs.
External MikroTik (located in out of my country) can ping internal MikroTik (located in my country) but internal MikroTik can NOT ping external MikroTik.
For above, for ping I used private IPs that I was set for tunnel. Both MikroTik can ping each other whit public IPs (tested in Terminal)
After searching on web, I find out GRE protocol blocked for internal (in my country) VPS.

Have any solution?
