The main router seems to power on the secondary one without any issue, but it does not seem as though there is any TCP connection between the two. When I connect the network cable to either of the routers then winbox can detect only the one that I am currently connected to.
I know that the cables are working as it's a new installation, and I tested using a cable tester. But when I run the cable test in terminal, it just gives these results:
