My RB5009UPr doesn't seem to accept PoE-in

My RB5009UPr doesn't seem to accept PoE-in even though it's connected to a Cisco 3750x. The Cisco switch is working fine as it's able to power up 8 cameras and can handle up to 24 devices. I'm wondering if there are any settings that need to be enabled on the RB5009UPr, as currently the PoE Out is set to auto under all interfaces.

I have also RB5009UPr and it seems to be only having passive poe not af/at.
Lot of devices which are af/at do not require initial handshake+ have some tolerance on voltage so it looks like it is working properly.
But from my point of view RB5009UPr doesn't implement af/at properly.

So long story short.
It is possible to use passive poe in (or device/poe injector) for RB5009UPr which doesn't require handshake.

How do you connect it?

PoE in 802.3af/at (ether1), Mode B (ether2-ether8)
PoE in input Voltage 24-57 V
