Is it possible to change the fetch frequency of entries added to the Address Lists when requesting an IP for a domain name listed there?

I am using the Address Lists (among other things) to block public DNS servers by obtaining their IPs so clients can't use them. I've got a ton of entries in the address lists and they are sending out thousands of refresh updates for the domain names listed in there. I'd like to alter the fetch refresh rate hitting the DNS server up to say 15minutes, rather than every 1-5 seconds. But I can't seem to find an option anywhere to alter that.

I've got a DOH setup as the DNS server (if that makes any difference).
