Framed Route - Australian NBN - Applying 2nd IP address to a downstream router

I've searched high and low on Google, but the closest I could find are these two threads - which actually also reference each other.

My Australian ISP (Aussie Broadband) allows you to buy an additional public IP which is provided via a framed route. The primary one is provided via DHCP and the second one can be accessed from the Mikrotik quite easily via adding an additional IP to an interface. Both addresses are then pingable.

Where I get stuck is that I would like a downstream router to grab this 2nd public IP address. The links above provide a solution using NAT and there is also an option using PPPoE, I was wondering if there is an even easier way to do it that doesn't require NAT or PPPoE.

My ideal scenario would be to set up an additional DHCP server and serve that address, but not sure if this is possible. Alternatively I could set the address as a fixed IP on the downstream router's WAN port, but then I don't quite have the skills to know how to push it through the Mikrotik.
