USER MANAGER COMMAND ERROR

Hi, I installed about 20 rb750-gr3 routers with user manager with hotspot and radius, all of them working fine. Now I am configuring a new router with the same configuration and same version of routeros (6.49.
and I getting this error:
[admin@MikroTik] > /tool user-manager
bad command name user-manager (line 1 column 7)
I use command line to generate users from and excel file.
Any idea? Thanks.
