No traffic on either wan, 2 wan

I have 2 wan ppoe and its connected.
If I set value "Default route distance" is "1" for 2 pppoe routes but traffic is traffic only works on 1 of 2 routes pppoe.

/export file=anynameyouwish ( minus router serial number, any public WANIP information, keys, passwords etc....... )
