secondary router blocking issue from isp.

I am using RB1100AH. I am using some pppoe id's from 2 isp and merging the bandwidth to serve my client's. But suddenly my isp started blocking my clients router because they are detecting my clients router as a secondary router from those id's i am merging and sharing their bandwidth. Please help me to find a way that i can solve the blocking of my clients router from isp because not everyone can pay the high price for the internet which price they have fixed for everyone. I am trying to help some poor students and families who can at least get the facility as oer their efforts. Please help me to help them!
