CSS106 not getting DHCP via admin VLAN

We have a network that delivers DHCP over various VLANs, including an admin VLAN. There is no DHCP server on VLAN 1.

All of our infrastructure gets DHCP over the admin VLAN. When we put a CSS106 on this network, it always ends up with its static IP.

Port 1, which connects to the network:
VLAN Mode "optional"
VLAN Receive "any"
Default VLAN ID [admin VLAN]
Force VLAN ID [unchecked]
VLAN Header "add if missing"

Ports 2-5 connect to downstream equipment that handle traffic from various VLANs, so those have to make it through the CSS106 intact.

I should clarify: this is how our existing RB260s are configured. We configured the CSS106 the same way, and it works just like our RB260s, but it's making its DHCP request on VLAN 1, rather than the admin VLAN.

Any ideas?
