ROS v6 without optional ntp package runs a SNTP client ... which obtains time every now and then using NTP protocol and adjusts clock (often this means stepping time). You may want to install ntp package which comes with NTP service (you don't have to allow clients to connect), but also tries to adjust clock continuously avoiding time jumps. Your device does seem to have clock ticking in a very erroneous pace, so NTP service might not be able to keep up with it. But you should try at least.

I've seen system time to drift wildly on some computer when CPU frequency was not stable (e.g. due to thermal issues). But it was never at only half speed. So I think it's really up to MT support to shed some light here.

Perhaps netinstall, that often seems to fix assorted "weird" behavior.
(It reformats and bad blocks the flash as part of the operation apparently)
