100% CPU on RB230 and ROS 2.8.28

I have just noticed that one of my routers has bean pegged at 100% CPU utilisation since I upgraded it from ROS 2.8.26 to 2.8.28 two months ago. There is no excessive traffic or number of packets being passed through the router. There is some packet loss when I ping to devices beyond the router i.e. pinging through the router.

Any ideas what might be causing this?

Is this router running the Hotspot?

No, just simple queues, P2P traffic control, ARP-Reply only on one interface (two interfaces total), NAT, DNS cache, a few basic firewall rules, PtPP server (one connection) and a couple of static routes. I disconnected all customer traffic briefly and no change.
