I search the Web site mikrotik, and I found that many people have the same problem
This is very distressed people,

2.9 “arp” in the “replay-only” mode, can work hotspot
3.0 “arp” only “enable” mode can work hotspot ,“replay-only” mode, can not work hotspot

This considerable change,

replay-only to prevent ARP attack, but will affect the 3.0 hotspot,

Finally, I hope the next version of the amendment on this issue, even in the “replay-only” under the hotspot can work.

what is jump target of that rule? if target chain do not exist, then the rule will be red and will not be used - it’s normal state

My suggestion is to delete the Hotspot in 2.9, upgrade, then rerun the setup in v3. There are some differences and this usually clears up them

it will be like Ethernet:

The arp:
1,enable
2,Replay-only

when my up to 3.0 ,the Ethernet arp is Replay-only…then hotspot is not work,not like 2.9
so ,only change the Ethernet arp to enable,the hotspot will be work.
