Admins cpu 100% Mikrotik crazy issues

hi
i have the following network
WAN>RB2011UAS-RM(Hotspot)>>RB411 as wireless ap>>> 10 clients
the max bandwidth uses is about 4Mbps

and suddenly the cpu load of RB2011 went to 100% causing the network to be down
i rebooted the 2011 after 1 min again it was back to 100%

then tried ro reconfigure that but still no result
finally when i was doing some cable checks accidentally i powered off the RB411 and when switched on back the cpu load of RB2011 was normal 6-7%

just to say the 411 is configured as wireless ap brdge mode and wlan0 and eth0 is bridged
no firewall rule nothing is there

can any one tell what’s going on??

UPDATE:
i noticed that when a certen clients appears online the cpu uses increases
i asked the user and he told he is using the software “Steam” steampowered.com
i also verified his system and it was normal

now can any one tell me if this is a known issue??
i will look for any other issues now

and support also not able to help
