Log in via the serial console (hopefully you have one) and immediately log in and paste “/tool netwatch { disable [find] };” to turn off all NetWatch entries.
There is no safe mode. If that doesn’t work you can NetInstall without keeping the config to return to factory defaults. Of course that nukes your entire configuration.
