Does bandwidth management is working so well when using new proxy from mikrotik ROuterOS 3.2 as old one on version 2.9.51?

I mean, does simple queue (limiting customer’s bandwidth) works well on RouterOS v3.22 when web cache is enabled.
On RouterOS v2.9.51 is OK.
