I have neighbor that extending my Access point that have configured with Mikrotik Hotspot login, can I Bypass my neighbor router so devices that are connected through my neighbor router doesn’t have to login?

If I understand correctly, your neighbor extends your Hotspot AP, and you want their devices to connect without needing to login to your Hotspot? If his router gets a single IP address from your AP and runs his own DHCP Server (and NAT) on it for their devices, you can add his router IP address in IP > Hotspot > IP Bindings > [+] > Address and select Type: bypassed. Otherwise, you will have to manually set bypass for each device using their MAC Address or IP Address.
