Im trying to make 2 wireless vlan networks with capsman but my second network “Publiskais” can’t connect to internet.
What may cause this issue?

Why do you have both :
add address=192.168.0.0/24 gateway=192.168.0.1
add address=192.168.0.0/14 gateway=192.168.1.1

This might be my problems cause?
One would expect:
add address=192.168.0.0/24 gateway=192.168.0.1
add address=192.168.1.0/24 gateway=192.168.1.1
Besides this, there might be some more optimizations available (i.e. wireless configuration)
Im sorry, im new to MikroTik.
I have another question. What’s the bast way to connect on of my vlans to bridge so i can reach vlan network from wired connection.

If you are new to mikrotik, I would avoid using capsman until youve learned the basics as it will be overly complex and confusing.
If you have 3 or less wifi units there is no reason to use capsman for wifi IMHO anyway. Its real quick to add an AP/switch device onto a configuration.
The example vlan link provided, includes vlans but not capsman for example…
