I have a ccr2004 that is refusing to upgrade. Currently its on 7.13.1 and Iv tried upgrading to 7.16 which fails without error. I've tried manually dropping the .npks into files, upgrading the packages and then the os. Is there a specific upgrade path here? I've ran into this with other MT devices but eventually they do upgrade with one of the 5 different upgrade options.
Is there an error being shown ?
Something in log after reboot ?

Can you describe more what names of these npks files ?
And don't be confused with MIkrotiks words.
Maybe try 7.16.2 as well as RouterBOARD upgrade each time, per this thread:
Uninstall wireless or wifi package, if any
Download this:
https://download.mikrotik.com/routeros/7.21.5/routeros-7.21.5-arm64.npk
Extract wit 7-zip or similar the file \etc\al64-7.21.5.fwf
Put the al64-7.21.5.fwf file (without create \etc\ folder) on root of the device.
Go to system/routerboard and Upgrade the RouterBOOT (firmware)
(the .fwf file is automatically deleted)
Reboot the device.
Copy routeros-7.21.5-arm64.npk inside and reboot the device.
If not work, use netinstall.

I was able to get it upgraded by deleting the old wireless package and upgrading from ros 7.13 -> 7.16 -> 7.20.8 -> 7.21.1.
