I use CISCO and Mikrotik devices.
I configure the Cisco devices via the COM port. I have a cable that I use for this, so I assume it’s working. I’m also trying to configure the Mikrotik devices with that same cable, which has DB9 connectors on both ends. I can’t connect to any Mikrotik device via the COM port (serial). I’ve tried baud rates of 9,600 and 115,200. My laptop has a native COM port—not a USB adapter! It’s not working. Where am I going wrong?

Serial can be a challenge. You have DCE and DTE interfaces, and it's easy to reverse with "gender-benders" which are male-to-male or female-to-female adapters.
You may need a null modem to swap the transmit and receive pins.
On the Tik I have in the lab right now, I have a USB to serial adapter plugged in with a male 9 pin. The male 9 pin connects to a cable with a female 9 pin to RJ45 connector. The RJ45 is plugged into the console port.
Mikrotik default settings are:
- 115200
- 8N1
- hardware handshake (RTS/CTS)
Works here with baby blue "Cisco" cables and Mikrotik RJ45 ports or "Cisco" RJ45 to DB9 adapters with Mikrotik DB9 ports.
Maybe you are missing hardware handshake?
The RS232 Console port, may be configured not to console.
On what MT device do you try to connect to ?
Have you tried to doing a full reset of the device to default the config.
