Not related to the wrap around bug, but why aren’t you using an address list instead of checking each IP? Are you doing something with properties not shown in the screenshot? Address lists are much, much, much cheaper than a bunch of rules checking one address each.
That part is used for traffic accounting to determine queue assignment. I found it less CPU intensive than /ip accounting snapshot reiterating through all of the connections for each IP…
