create simple range of 253 IP to 1 mb and 10 mb to 1 ip

On how to create simple queue rule that can handle a range of 253 IP to 1 mb and 10 mb to 1 ip.
Example: 200.99.99.2 → 10 M
200.99.99.3 - 200.99.99.254 → 1 M

is possible???
