DHCP-SERVER BLOCK BY HOSTNAME ?

is there any way to block those who change MAC
they try get the leases to get session of real customer by change MAC !
maybe by check the (mac & ip & hostname) if not equal do not send the leases to hacker
linksys modem x-1000 have this feature if i change my mac and try to connect it fail until set real mac back which register at first time i was connect to the modem.

thank you but i ask about block user from get DHCP ip by hostname because MAC address can change by on click.
