Failover (WAN Backup) and RouterOS 7

Hello,
I am using stable RouterOS 7.1.2 and trying to configure Failover (WAN Backup) with Multiple Hosts according to:

Maybe the documentation is outdated, or I am wrong and need help, so I have several questions:

I do not see relation from firewall mangle rules (about connection tracking and routing tracking) with anything else, is this necessary at all?
scope and target-scope values are maybe not correct, “something” should be at least value on 11, and not 10, but unclear for me - what exactly, according to new routeros7 and info from: http://forum.mikrotik.com/t/recursive-routes/147430/1
under “Adding Multiple Hosts” documentation is missing on records for check-gateway=ping to add routing-table=to_ISP1 ?
