i use mikrotik server " it’s a pc use to control the network and uesrs "
and use 3com router and I need to open port on the server to be connectable
with the other peers on torrent upload and seedrs on download
i ask for the way to open this port
and if i need to open the same port on the router

What ever program you are using will automatically open the ports on the computer that is hosting the program.
You will need to open ports in your router/firewall or add a 1 to 1 nat translation including ports to allow traffic across it.
