it is not possible to customize the RouterOS webpage
You could however “mis-use” the HotSpot feature for the purpose (though I’ve never tried that): Configure HotSpot to run on port 80, and create a “login” page which doesn’t really contain an login form - there you go.
But as I said: Just a thought, not tested in any way…
