About PoE, there is no voltage converter in a hex 2025, i.e. the PoE out will be at the same voltage of the power you supply, if you use PoE in @48V you will have 48V in PoE out (passive), if you power it with the standard power supply @24V you will have 24 V PoE out (passive), but if you power it via DC jack @48V you will have 48V PoE out (passive).
It is not stated on the product page the Mode used on PoE out, but usually Mikrotik devices use Mode B for passive, i.e. power is 4,5 + and 7,8 -. You need to check if this applies to this device AND check that the device you want to power through the hex S accepts Mode B.
There is a (minimal) check for passive poe out in auto-on mode (the powered device must offer a resistance larger than 3 kOhm).

Can you explain in detail what is your problem with PoE in on ether1?
