I have defined walled garden ip list for certain hotspot server, and i have defined per user limit rate for this hotspot. Will this rate limit apply to users that are in garden ip list?
Basically how can i achieve that users bypass captive portal, but are still limited bandwidth wise.

Walled Garden is to bypass the hostspot authentication mostly by destination (e.g. google.com).
To bypass auth for a specific device, effectively bypassing the hotspot, for both MAC and IP, you should add that user MAC/IP to IP Bindings.
As with any of the above methods this device is no longer a hotspot authenticated user, a dynamic user-based simple queue won’t be created; you can solve that by creating it yourself, using its IP as target and setting the limits there.
Keep in mind simple queues are sequential, if you set a hotspot server limitation (not a user one) this queue should be before it.
