How to access an IP Addresses with a VLAN ID from within MIKROTIK

Hi, I am new here. I just want to ask, how can I access an IP address (254.254.254.254) with a VLAN ID (22) from with MIKROTIK router. My local ip from Mikrotik dhcp assigned is (1.2.3.2).

I wanted to access 254.254.254.254 but it wont load or go through. Please help. :frowning:
