I want to keep USB port powered, but i need to disable data lines, so any plugged device won’t be enumerated/mounted/etc. Can’t find information about that, is it possible at all? Appreciate your help.

No, it isn't.
To put it otherwise:
USB connections are present or not.
If you want 100% certainty to disconnect data lines, you need hardware taking care of that.
Gadgets, charger cables only passing power lines, ... various possible solutions.
