How to enable User Manager CLI in RouterOS 7.20

I’m using RouterOS version 7.20 on my CHR.
The User Manager web interface works fine, but the CLI commands under /tool user-manager are missing or not responding.

How can I enable or access the User Manager CLI in RouterOS 7.20?
Was it removed or replaced by another method in this version?

User-manager is not under /tool/user-manager it is directly under root: /user-manager/…

I don’t know what previous version you have experience with, when that was v6 the v7 user-manager is completely different.
