Only on north corea are allowed 2,3GHz (same channles name but 100MHz less) and forbidden 2,4GHz,
on all other civil part of the word are allowed only from 2,4GHz to 2,5GHz, and each country have own rule, based on ITU regulation.

Some country sell licenses for use lower and upper parts of 2,4GHz. (out of the classics 1-13 + 14 channels)
